Wow.
Yes, there very well may have been people like you up there when the planes struck (I"m not sure what time the observation deck opens).
I was in Tribecca and kayaking on the Hudson in the shadow of the WTC on the beautiful and serene Labor Day weekend before 9/11.
I also have a picture of the old NY skyline, with the towers. I was standing in the foreground from a ferry in the NY Harbor in route to the Statue of Liberty (two weeks after it reopened after being refurbished).
That is eerie that you would have been there just one week before.
